To begin working on your back drop or "stage" for your model horses you will need to go to your local hobby store that has model railroad supplies. A little construction and wood working will come in handy and a good eye for small scale realism will go a long way.
There are several sizes of model railroads. HO is the most common and N size is the smallest. We will be using these supplies ad they suite the model horse sizes the best. I suggest going to these shops and looking at the various set up they have for ideas and to see how these products are used. It will give you ideas for your staging of your photos. Ask the people who work there about what they like using and why. More often than not they love talking about their hobby and are more than happy to share their ideas. You can find books on how to create tons of really neat backgrounds. The coolest one I found was how to make water and waterfalls. Think of all the spectacular trail scenes you can make that will be showstoppers for both photo shows and live shows, let your imagination play!
Footing
Ballast is what the rocks along railroads is called. The hobby store will have different sized ballast. If you show primarily traditional sized horses you will do well with HO ballast. The N size ballast will be smaller and both are appropriate depending on taste. You can find that by using both sizes can work well for advanced staging techniques
There are wood shavings that come in a variety of colors. The shavings are perfect for grass.
